HealthIT: Enabled Quality Improvement, Data Monitoring and Population Health Analytics and Patient Use of Technology in Patient Engagement

Jillian Maccini, MBA is the Quality Improvement lead for the Health IT Evaluation and Quality (HITEQ) Center. Ms. Maccini supported comprehensive analysis of historical health center data, using 2010 through 2015 UDS data in conjunction with other data provided by HRSA, to identify areas for Health IT evaluation and quality improvement. This analysis highlighted a number of key patterns that have guided the efforts of the HITEQ center. Ms. Maccini curated and developed a resource set for Health IT-enabled Quality Improvement, including the Guide for Improving Care Processes and Outcomes in Health Centers. Developed with Dr. Jerry Osheroff this Guide provides a framework and tools for documenting, analyzing, sharing and improving key workflows and information flows that drive performance on high-stakes care performance measures and related improvement imperatives. Ms. Maccini has provided trainings and peer learning sessions using these tools for several hundred health centers in the past year, to great success. Ms. Maccini has worked closely with health centers, Primary Care Associations, and Health Center Controlled Networks to identify additional needs, as well as develop and provide supplemental health IT-enabled quality improvement tools and resources.

For the past five years, Ms. Maccini has worked closely with Federally Qualified Health Centers on Uniform Data System reporting, including providing tailored guidance and technical assistance on reporting processes, clinical performance measurement, and related workflows. She has participated in developing training materials to guide these processes and provided direct support and training on implementation.

Ms. Maccini has also led the development of meaningful performance measurement and related quality improvement activities for HRSA's Maternal and Child Health Bureau and Healthy Start programs across the country. Ms. Maccini holds an MBA from Simmons College in Boston, MA and is a certified Project Management Professional.
