Population based Integrated Delivery Systems/HCs Preparation for Value Based Payments Contracting

Participants will learn how to make a systematic decision on whether to accept an offer to join a specific integrated delivery system and evaluate the advantages and disadvantages of clinical and financial integration in pursuing Value-based payment.

Art Jones, M.D. has over 25 years of experience as a founding physician and CEO at a large Community Health Center in Chicago. Dr. Jones helped establish it as a model managed care organization that has served its Medicaid, Medicare and commercial population under a near global capitation payment system since the early 1990’s. During his tenure, the organization ranked in the top one percent of Federally Qualified Health Centers in the country for managed care financial performance per the UDS metric as well as the top FQHC in Illinois for quality based pay-for-performance programs for several of their managed care organizations. The FQHC operated under a flat per-member-per-month alternative payment methodology since the year 2000.

Dr. Jones is a principal at Health Management Associates, a consulting firm specializing in the fields of health system restructuring, health care program development, health economics and finance, program evaluation, and data analysis with a special concentration on those who address the needs of the medically indigent and underserved. Dr. Jones focuses on advancing Medicaid accountable care organizations and helping safety net providers transition to outcomes-based payment and reap some of the downstream financial benefits from operating as well-functioning, patient-centered medical homes and integrated delivery systems.

Dr. Jones is a graduate of the University of Illinois Medical School and completed internal medicine residency, chief residency and a cardiology fellowship at the University of Chicago.
